When it comes to ensuring the protection of classified information, the United States federal government has established a set of regulations known as Controlled Unclassified Information (CUI). With the assistance of these regulations and the organizations tasked with implementing them, the government’s information is kept secure and disseminated in a controlled manner. When it comes to applying CUI markings and sharing CUI with those who are authorized to see it, the government requires certain individuals, agencies, and departments to play a role in this process.
The first group responsible for properly marking and sharing CUI is the executive branch agencies. Each agency is duty-bound to mark CUI according to prescribed standards and to disseminate it in accordance with all applicable policies. These agencies also have responsibility over articulating the CUI policy within their own organizations and ensuring that all information shared with other agencies, partner organizations, and the public is done in a legal and authorized manner.
In addition to the executive branch agencies, the Office of Management and Budget (OMB) also is responsible for the application of CUI markings and the dissemination of CUI. The OMB is the governing body for federal agencies and oversees the implementation of CUI categories and markings. It also is tasked with training agency personnel on the proper marking, labeling, and dissemination of CUI.
Likewise, the National Archives and Records Administration (NARA) is another important entity in the control of CUI. NARA oversees the release of CUI to the public as well as ensuring that all records follow authorized dissemination procedures. NARA also provides guidance to agencies on identifying and managing records that contain CUI.
The above organizations ensure the secure sharing of CUI within the federal government. Ultimately, it is up to each agency to ensure that the CUI is properly labeled, marked, and disseminated in accordance with government regulations. Each individual within the agency is responsible for understanding the CUI policy and doing their part in making sure the CUI is handled securely. By being knowledgeable and responsible, the government can confidently share information with other authorized entities while keeping it securely marked and out of the hands of unauthorized personnel.
