In the sci-fi classic Dune, the role of the Emperor is filled by Padishah Shaddam IV, the ruler of the known universe of the Imperium. He is the Patriarch of House Corrino and rules over the Other Houses of the Landsraad, which ultimately form an overarching monarchy as well as the bureaucrats of the Spacing Guild and the armed forces of the Imperial Army.
The Emperor is descended from a long line of rulers stretching back to the days of the First Corrino Emperor. While most of the people in the Imperium venerate him and his royal family, there are those who actively seek to overthrow him. Indeed, members of House Atreides, with its powerful Duke Leto, hope to gain power in the Imperium for themselves.
However, the Emperor is a shrewd ruler who has considerable influence in the Landsraad in negotiating privileges. He also has the powers of taxation and emergency war measures. When challenged to make changes to the existing structure of the Imperium, he does so. In the end, let’s just say the Emperor always gets the last word.
The Emperor’s power was threatened by the arrival of another great leader, Paul Atreides. Paul, whose powers were derived from a mysterious spice called melange, was able to overthrow the Emperor, leading to a period of chaos called the Great Spice War. In the end, Paul emerged victorious, controlling the Spice and famously becoming the Emperor of a new Imperium, one quite different from that of Padishah Shaddam IV.
In spite of the transition of power and tumult that surrounded it, the figure of the Emperor has endured in Dune since its debut in 1965. He has become an iconic symbol of those with power and rulership, and the unquestioned presence of a single, powerful leader at the top of all societies.
